After tough negotiations and a public dispute between U.S. President Donald Trump and Ukrainian President Volodymyr Zelenskyy, the two parties appear to have reached an agreement regarding the Eastern European country’s mineral wealth.
Though details remain fairly vague, it is likely that the U.S. will gain significant access to Ukraine’s untapped mineral wealth in exchange for continued military support and the creation of a reconstruction fund.
Considering the tendency of many American politicians to trade based on such developments – though foul play related to potential insider trading on insider information is yet to be proven – Finbold decided to catalog the relevant Congressional committees and their members to uncover which of them might invest to benefit from the deal.

Congressional committees to watch after the mineral deal
The main Senate and House of Representatives entities likely to have additional knowledge of the Ukrainian mineral operations are the ones on Energy and Natural Resources, Foreign Affairs, Finance, Commerce, Natural Resources, Ways and Means, and Armed Services.
Among the members of these committees and subcommittees, Finbold focused on the politicians known to be active investors and specifically those who made their latest purchase no later than 2023 and their latest sale no later than 2024.
These Senators might trade Ukrainian minerals
Senator Ron Wyden is the first such elected official. Though the majority of his trades are centered on information technology, he is known to have invested in industrial stocks.
Finbold’s Senator-tracking radar reveals that his latest known purchase involved up to $100,000 worth of Eli Lilly (NYSE: LLY) shares and was executed on January 22, 2025. Wyden’s most recent known sale involved the very same firm.
Senator Angus King Jr. – mostly known to invest in communication services, healthcare, and energy – had his most recent sale at the tail end of 2023 and his most recent known buy at the very start of 2024. Both trades were of Verizon (NYSE: VZ) stock.

Senator Tommy Tuberville is known as a particularly prolific investor with a major focus on information technologies and materials. As recently as January 10, he made a sale of six different stocks and raised up to $300,000. His latest purchase wasn’t as recent as it was made on May 10, 2024, and involved Cleveland-Cliffs Inc (NYSE: CLF).
Though Senator Jim Banks is nowhere near as active as Tuberville, he made one prominent investment in 2024. On August 8, he bought Yum! Brands Inc (NYSE: YUM), while his other most recent purchase involved Peloton Interactive Inc (NASDAQ: PTON) and came on June 9, 2023.
Sheldon Whitehouse, a Senator from Rhode Island, is another prolific Congressional trade. His latest sale took place January 6, 2025, and involved Nvidia (NASDAQ: NVDA) shares, while his most recent purchase was of Eli Lilly and occurred on October 30, 2024.
Thanks to her suspicious investments in another sector she oversees by official duty – healthcare – Senator Tina Smith could be particularly interesting to watch despite her trades being relatively few.
Similarly, Senator Shelley Moore Capito appears rather focused in her buying activity as, despite reporting numerous sales in recent months, her two purchases of the defence stock General Electric Aerospace (NYSE: GE) and the technology giant Broadcom (NASDAQ: AVGO) appear especially interesting.
Elsewhere, though the number of Senator John Hickenlooper’s investments isn’t impressive, their scale is. For example, his most recent sale – that of Chipotle Mexican Grill (NYSE: CMG) – might have amounted to as much as $250,000, and his latest buy – Liberty Media Corporation (BATRK) – was reported as just as big.
Representatives to watch after the Ukraine mineral deal
While somewhat less active than their Senate counterparts, multiple members of the House of Representatives sitting on the relevant committees could also be worth tracking.

For example, Representative William Keating has been on a buying spree in early 2025, having purchased the shares of numerous firms, including Microsoft (NASDAQ: MSFT), Aramark (NYSE: ARMK), and Accenture Plc (NYSE: ACN). He also made several noteworthy sales this year, with that of Lam Research (NASDAQ: LRCX) being the standout.
Representative Mark Green is notable both for the volume and the scale of his transactions. Through most of 2024 and in early 2025, Green has made numerous buys and sales – potentially worth millions when combined – of NGL Energy Partners LP Unit (NYSE: NGL) shares.
Simultaneously, despite making substantially smaller purchases, with most of them reported as no larger than $15,000, Representative Lloyd Doggett could be interesting to track due to the sheer number of purchases he has made in 2024. He filed no fewer than 24 buys and no sales through the year.
